When a vacancy occurs on said Board by reason of death, resignation, change of residence from the city, or for any other cause, the city shall advertise the vacancy for two weeks, after which all applications will be reviewed by the Board, and present a recommendation for the position to City Council for approval. Reappointment need not be advertised. The member or members so appointed shall serve the unexpired term of the member in whose stead he or she is appointed.
