The Board shall consist of five members, a majority of whom shall constitute a quorum for the transaction of business, except as may be hereinafter provided. Each member of said Board shall be a bona fide resident of the City of Parsons. The terms of office shall be for a period of five years and until their successors have been duly appointed and qualified.
