The provisions of this chapter are declared to be severable. If any section, sentence, clause, or phrase of this chapter shall for any reason be held to be invalid or unconstitutional by a court of competent jurisdiction, such decisions shall not affect the validity of the remaining sections, sentences, clauses and phrases of this chapter which shall remain in effect notwithstanding the invalidity of any part.
