The owners of each and every piece or parcel of real estate abutting upon any street, avenue or alley in the city shall connect their several premises, whether vacant or not, with all water and gas mains, sewer and other conduits in such street, avenue or alley, whenever said street, avenue or alley is to be paved, and when required to do so by the order of the council and notice from the clerk, which order and notice shall be served upon the owner of said property by any police officer of said city, personally, if a resident of the city and if a nonresident of said city, by registered mail to the last known address of such owner. If said owner shall fail, neglect or refuse within the time indicated in such order and notice to comply with the requirements of such order, the city may contract for and make connections aforesaid, at such distances, under such regulations and in accordance with such specifications as may be prescribed by the city, and the whole costs of such connections shall be assessed and collected against said property in the same manner as other city taxes.
