7-2-3: DEFINITIONS:
As used in this chapter, unless the context otherwise requires, the following definitions apply:
   AIRCRAFT: A vehicle used or designed for navigation of or flight in the air such as: airplane, rotorcraft, lighter than air craft, glider or any other flying machine now known or hereafter invented.
   AIRPORT: The Parma municipal airport.
   AIRPORT ELEVATION: The highest point of an airport's usable landing area measured in feet from sea level, i.e., two thousand two hundred twenty eight feet (2,228').
   APPROACH SURFACE: A surface longitudinally centered on the extended runway centerline, extending outward and upward from the end of the primary surface and at the same slope as the approach zone height limitation slope set forth in section 7-2-18 of this chapter. In plan, the perimeter of the approach surface coincides with the perimeter of the approach zone.
   APPROACH, TRANSITIONAL, HORIZONTAL, AND CONICAL ZONES: These zones are set forth in section 7-2-17 of this chapter.
   BUSINESS OR COMMERCIAL ACTIVITY: The use of the airport by any "person", as defined herein, as a base for the conducting of commercial activities such as, but not limited to, the carrying for hire of passengers, freight, express or mail, for paid instruction in aviation or any aviation related field; for the sale of fuels, aviation supplies and materials; for aircraft rental, sales, maintenance or service, or for any aviation or nonaviation activity including the sale of refreshments or any commodity or service.
   CONICAL SURFACE: A surface extending outward and upward from the periphery of the horizontal surface at a slope of twenty to one (20:1) for a horizontal distance of four thousand feet (4,000').
   FAA: The federal aviation administration of the United States of America, as defined in the federal aviation act of 1958, as same now exists or hereafter be amended.
   HAZARD TO AIR NAVIGATION: An obstruction determined to have a substantial adverse effect on the safe and efficient utilization of the navigable airspace.
   HEIGHT: For the purpose of determining the height limits in all zones set forth in this chapter and shown on the zoning map, the datum shall be mean sea level elevation unless otherwise specified.
   HELIPORT PRIMARY SURFACE: The areas of the primary surface coincides in size and shape with the designated takeoff and landing area of a heliport. This surface is a horizontal plane at the elevation of the established heliport elevation.
   HORIZONTAL SURFACE: A horizontal plane one hundred fifty feet (150') above the established airport elevation, the perimeter of which in plan coincides with the perimeter of the horizontal zone.
   LANDING AREA: The public use runway system of the airport maintained by the city for landing and taking off, and the necessary clearance areas.
   NONCONFORMING USE: Any structure, object of natural growth, or use of land that is inconsistent with the provisions of this chapter and exists at the time the inconsistent provision is adopted.
   NONPRECISION INSTRUMENT RUNWAY: A runway having an existing instrument approach procedure utilizing air navigation facilities with only horizontal guidance, or area type navigation equipment, for which a straight in nonprecision instrument approach procedure has been approved or planned.
   OPERATIONAL AREAS: Any place on the landing area of the airport and shall also include the public use taxiways and ramps and the necessary rights of way and clearance areas therefor, but shall not include any such areas under lease to a tenant or lessee on the airport.
   OPERATOR: One who operates aircraft.
   OWNER: The registered and/or legal owner of an aircraft according to the files and records of the FAA.
   PERSON: An individual, firm, partnership, corporation, company, association, joint stock association, or governmental entity; includes a trustee, a receiver, an assignee, or a similar representative of any of them.
   PRIMARY SURFACE: A two hundred fifty foot (250') wide surface longitudinally centered on a runway. When the runway has a specifically prepared hard surface, the primary surface extends two hundred feet (200') beyond each end of that runway; for military runways or when the runway has no specially prepared hard surface, or planned hard surface, the primary surface is set forth in section 7-2-17 of this chapter. The elevation of any point on the primary surface is the same as the elevation of the nearest point on the runway centerline.
   RAMP: An area designated as a ramp and used for the parking and maneuvering, loading and unloading and servicing of aircraft while they are on the ground.
   ROAD: All areas designated as public use roads or streets for the exclusive use of ground vehicles but shall not include any such areas under lease to a tenant or lessee on the airport.
   RUNWAY: A defined area on an airport prepared for landing and takeoff of aircraft along its length.
   SERVICING OF AIRCRAFT: Only minor repairs thereof.
   TAXIWAYS: All areas designated as public use taxiways and used for the exclusive use of aircraft movement while on the ground, but shall not include any such areas under lease to a tenant or lessee on the airport.
   TRANSITIONAL SURFACES: Surfaces extending outward at ninety degree (90°) angles from the runway centerline, and the runway centerline extended, at a slope of seven feet (7') horizontally for each foot vertically from the sides of the primary and approach surfaces to where they intersect the horizontal and conical surfaces. Transitional surfaces for those portions of the precision approach surfaces, which project through and beyond the limits of the conical surface, extend a distance of five thousand feet (5,000') measured horizontally from the edge of the approach surface and at ninety degree (90°) angles to the extended runway centerline.
   UNDEVELOPED AREAS: All the land on the airport except that defined as operational areas and roads and except land legally used by and under lease to a tenant or lessee.
   UTILITY RUNWAY: A runway that is constructed for and intended to be used by propeller driven aircraft of twelve thousand five hundred (12,500) pounds' maximum gross weight and less.
   VISUAL RUNWAY: A runway intended solely for the operation of aircraft using visual approach procedures. (Ord. 391, 5-24-1982; amd. Ord. 552, 3-9-2009)
