(A) Business at only 1 place. Any permit issued under this chapter shall authorize the permittee to carry on the business only at the place designated in the permit, excepting the estimating of the value of goods for purchase and the picking up of goods.
(B) Criminal record. No permit shall be issued to any person previously convicted of a misdemeanor, gross misdemeanor or felony, provided that any applicant convicted of a misdemeanor may apply to the Council for waiver of this provision. The Council may, at its discretion, grant a waiver upon demonstration by the applicant that the conviction does not bear a substantial relationship to the character or ability of the applicant to conduct the business of pawn broking consistent with the provisions of the chapter.
