§ 113.04  PERMIT REQUIRED.
   It is unlawful for any person to engage in the business of pawnbroker without a pawnbroker's permit under this chapter; nor in the business of dealer in second-hand goods or junk without a second-hand goods dealer's permit or a pawnbroker's permit shall be as set by the City Council by resolution.
