(A) On all streets where the excavation must be made through bituminous surfacing, concrete or other paving, the surface will be repaired or replaced by the city at the expense of the property served.
(B) After the surfacing has been repaired or replaced, the cost of making the repair or replacement will be billed to the applicant.
