Any person, persons, firm, or corporation desiring to erect or construct a rifle or pistol range within the confines of the city shall apply to the City Council for permission thereof and submit therewith plans and specifications therefor, and which said rifle or pistol range, when erected, shall be subject to the inspection and approval of the City Council before the same shall be used.
