Payment in full of the proper fee as specified in Chapter One of this Business and Taxation Code, the issuance of a certificate of license under the provisions of Section 701.05 and the fulfillment of all terms and conditions of such grant shall be conditions precedent to the transaction of any business, activity, trade or employment for which a license is required by this Code.
