Each license provided for in Chapter One of this Business and Taxation Code shall be issued by the City Clerk to any person making proper application and tendering in full the proper fee as specified herein. The City Clerk shall collect in full the proper fee and determine to his satisfaction that all the conditions precedent to the granting of such license have been fulfilled by the applicant before issuing a certificate of license.
