No person shall operate a truck upon any street within the City unless:
(a) The truck is being operated on a street designated in Section 345.03; or
(b) The operator or his employer has been issued a permit for such truck in accordance with Section 345.05; and the operation upon any such street is necessary to load or unload property, to go to or from the usual place of storage of such vehicle.
All through truck traffic, without a specific destination in the City, shall remain on state or federal highways.
