Any person upon whom notice is served, as provided in Section 1705.04, shall have the right, within twenty days after the date of service, to demand a hearing before the Building Enforcement Agency. Such hearing shall be held not later than forty-five days after the receipt by the Building Enforcement Agency of the written demand for hearing, to be held at a time and place designated by the Building Enforcement Agency. At such hearing, the owner or their representative shall have the right to be heard in full and to introduce such relevant evidence and testimony as they desire. The decision of the Building Enforcement Agency, affirming, rescinding, altering, or modifying its original findings, shall be made in writing within fifteen days after the conclusion of the hearing.
