1705.04 NOTICE TO REPAIR, CLOSE OR DEMOLISH.
   If, after proper investigation and such hearings as the Building Enforcement Agency deems necessary, the Agency determines that a dwelling or other building, or portion thereof, is unfit for human habitation, unsafe, unsanitary, dangerous or detrimental to the public welfare, the Agency shall cause written notice to be issued and served on the owner of the dwelling or other building, advising him of the Agency's findings and instructing him to take such action, either by repairing, closing or demolishing, or any combination thereof, such dwelling or building, as the Agency believes necessary in the interest of the public welfare.
