This chapter is intended to regulate the activities of those persons who purchase, rent or use, and those persons who own or conduct the business of selling, renting, maintaining or monitoring alarm systems, devices or services within the town, except for those systems maintained or monitored by the town of Parker for the county of La Paz properties. It is further intended to encourage the improvement in reliability of these systems, devices and services, and to ensure that police department personnel will not be unduly diverted from responding to actual criminal activity as a result of responding to false alarms. This chapter specifically encompasses "burglar alarms", "robbery alarms", and "medical alarms", both audible and inaudible (silent). (1988 Code § 4-2-1)
