All supply pipes to buildings shall be properly supplied with a suitable stop cock inside the property line to ensure against the danger of frost or burst which may cause any such damage. Such stop cock should be kept in good order and under the control of the consumer, with the water department stop cock and box being in the charge of the water department only. (1988 Code art. 13-8)
