8-3-8: EXTENSION OF WATER MAINS:
   A.   Application For Extension; Approval: A written application shall be made for water service desired beyond the existing main upon a form supplied by the town clerk. The permit shall be approved by the mayor and council at a regular or special meeting. (1988 Code § 13-5-1)
   B.   Responsibility For Costs: The cost of the pipe extending beyond the existing main and the laying of the pipe shall be paid for by the applicant. If the town is to order the pipe for the applicant, payment in full must be made before the order will be placed by the town water department. The town may reimburse the applicant by an allowance of up to fifty percent (50%) of the monthly water bill charged to the applicant for a period of five (5) years or until the cost of the pipe and the cost of laying the same has been reimbursed, whichever comes first.    C.   Requirements:
      1.   Affidavit And Agreement: An affidavit of size, the cost of the pipe, the cost of laying the pipe, digging of ditches and other costs shall be filed with the clerk and approved by the council before any agreement with the applicant may be made.
      2.   Pipe Specifications:
         a.   All pipe used shall be of approved materials (AWWA standards) for water main installation.
         b.   For reimbursement purposes, determination of proper size and materials to be used for pipe installations shall be made by the public works director.
      3.   Installation Of Pipe: All pipe laid in the streets or alleys shall be laid by direction of the council and under the supervision of the public works director. (1988 Code § 13-5-3)
   D.   Ownership Of Pipe: Any and all pipe laid in the streets or alleys shall be the property of the town. The town water department shall have the right to connect and give service to any applicant that may desire service from the water pipe so laid under the permit as provided in this chapter. (1988 Code § 13-5-4)
   E.   Nonliability Of Town: The town and the water department assume no liability for delays or damages beyond their control. (1988 Code § 13-5-5)
