There shall be a minimum tap on charge to be paid in advance, which shall be the estimate of installation, for any new domestic water connection. This tap on charge is charged for the purposes of tap on only and is not returnable except on written request for the actual amount in excess of installation cost, if any, and is to be collected whether or not the new connection is to be metered or flat rate.
