8-3-3: CONDITIONS OF RECEIPT OF WATER SERVICE:
   A.   Domestic water may be supplied by the town to consumers upon terms and conditions that are approved by the council.
   B.   Domestic water may be supplied to units of service within the town limits at a reasonable fee as determined by resolution of the council. (1988 Code § 13-2-1)
