The public works director shall have the immediate control and management of all things pertaining to the town waterworks system and shall cause to be performed all acts that may be necessary for the prudent, efficient and economical management and protection of said waterworks. The council shall have the power to prescribe such other and further rates, rules and regulations as it may deem necessary. (1988 Code § 13-1-1)
