7-3-4: STANDARDS FOR ISSUANCE OF PERMIT:
The chief of police may issue a permit to use or occupy town streets conditioned upon the applicant's written agreement to comply with the terms of such permit, unless the chief of police finds that said parade, assembly or program will:
   A.   Disrupt, to an unreasonable extent, the movement of other traffic.
   B.   Require the diversion of so great a number of police officers of the town to properly police the line movement in the areas contiguous thereto, that allowing the parade, assembly or program would deny reasonable police protection to the town.
   C.   Interfere with another parade, assembly or program for which a permit has previously been issued. (1988 Code § 12-4-3)
