1-101.   Generally.
Except as otherwise expressly provided in this code, the city shall generally be organized with such offices, departments and personnel as are provided for in the municipal charter (see particularly Chapter 21) with the city manager serving as the overall administrative head of the municipal government under the direction and supervision of the board of commissioners.
