Before consideration by the City Commission of any sale of surplus property, the City Commission shall hold a public hearing thereon with at least seven (7) days notice of the time and place of said hearing to be published in a newspaper of general circulation in the municipality. The City Manager shall notify all owners of property whose lots are within 300 feet in any direction of the property to be sold by first class mail to the address shown for the property owner on the city property tax rolls.
