Within the Central Business Improvement District the following policy shall apply:
A. The City shall delineate in its annual budget a priority program of improvements to be constructed as determined by the City Commission and/or the City Manager. Repairs made under this program shall be the financial responsibility of the City.
B. In the event a property owner in the CBID is willing to pay for the materials cost of rehabilitating the sidewalks and/or curbs and gutter then the owner shall be placed at the top of the priority list when feasible and shall be billed for the materials cost accordingly (Ord. #845, 02/03/94).
