The action of the Board of Commissioners in connection with the issuance of a permit of any kind, including the revocation of a permit may be reviewed by the statutory writ of certiorari with the trial de novo as a substitute for an appeal, said writ of certiorari to be addressed to the Circuit or Chancery Court of Henry County, Tennessee.
Immediately upon the grant of the writ of certiorari, the Board of Commissioners shall cause to be made, certified and forwarded to said court, a complete transcript of the proceedings before the Board.
