(a) The administrative hearing officer shall be appointed by Board of Commissioners and serve at the pleasure of the Board of Commissioners. Such administrative hearing officer may be hired on a part-time or full-time basis, by contract or by interlocal agreement with one (1) or more eligible municipalities.
(b) An administrative hearing officer shall be one (1) of the following:
(1) Licensed building inspector;
(2) Licensed plumbing inspector;
(3) Licensed electrical inspector;
(4) Licensed attorney;
(5) Licensed architect;
(6) Licensed engineer; or
(c) The City may also contract with the Administrative Procedures Division, office of the Tennessee Secretary of State to employ an administrative law judge on a temporary basis to serve as an administrative hearing officer. Such administrative law judge shall not be subject to the training or continuing education requirements of subsections T.C.A. 6-54-1007 (a) and (b) and 4-503.
