§ 52.108 CONGREGATING ON SIDEWALKS
   It shall be unlawful for two (2) or more persons to congregate or stop upon any sidewalk in such a manner as to obstruct or partially obstruct the free passage of the sidewalk, and refuse to disperse or move on when directed by a member of the police force.
