(A) The primary obligation of all regular members of the Police Department shall be to the business of the Police Department.
(B) Any outside employment or business interests that do not interfere with the efficiency of the Police Department may be engaged in only if a request is submitted in writing to the Chief of Police and approved by him in writing.
(C) In all cases, the police officer shall be available for emergency duty.
