§ 22.436  CRITICISM
   Members of the Police Department shall not discuss or criticize, publicly or privately, the personal habits, character, or conduct or the official action of other members of the department, unless a violation of the rules and regulations exists, in which case the violation shall be  reported to their superior officers.
