§ 76.04  REQUIREMENTS.
   All persons wishing to operate a golf cart on the city streets must ensure compliance with following requirements:
   (A)   Proof of current liability insurance, a copy of which shall be kept in the golf cart whenever used on city streets.
   (B)   The golf cart must be certified and have the vehicles certified by inspection by the Chief of Police or a designated representative and receive a valid permit.
   (C)   Must display valid city decal on front and rear of the vehicle.
   (D)   Must have a current, valid Illinois driver's license on their person.
   (E)   Golf carts must be equipped as follows:
      (1)   Horn;
      (2)   Brakes and brake light;
      (3)   Front and rear turn signals;
      (4)   A steering wheel apparatus;
      (5)   Four tires;
      (6)   Rearview mirror;
      (7)   Seat belts for each passenger;
      (8)   Red reflector warning device on the front and rear;
      (9)   Yellow flashing light visible for at least 100 feet from the rear of the golf cart. Said lights must be turned on when operated one hour before sunrise or one hour before sunset;
      (10)   Approved "Slow Moving Vehicle" emblem on the rear of the vehicle; (ILCS Chapter 625, Act 5,12-709);
      (11)   Headlight that emits a white light visible from a distance of 500 feet to the front which must illuminate when in operation;
      (12)   Tail lamp that emits a red light visible from at least 100 feet from the rear which must be illuminated when in operation;
      (13)   Any additional requirements which may be amended to ILCS Chapter 625, Act 5, § 11-1426.1 of the Illinois Motor Vehicle Code.
      (14)   Windshield.
   (F)   Must obey all traffic laws of the State of Illinois and the City of Paris.
   (G)   Must be 21  years of age.
   (H)   Must be operated only on the city streets, except Court Street between Jefferson Street and Highway 150, High Street, Washington Street between Monterey Street and Jefferson Street, Central Avenue, Wood Street between Sheriff Street and Eads, Crawford Street between Central Street and High Street, Jefferson Street, Madison Street between Ten Broeck street and Court Street, Jasper Street, Main Street, Edgar Street between High Street and Central Street, and Steidl Road and Clinton Road.
   (I)   May only be operated on permitted city streets where the posted speed limit is 30 miles per hour or less.
   (J)   May cross Main Street and Central Avenue only at the intersections with Grant Street, Monroe Street and Blackburn. Cannot cross Jasper Street.
   (K)   Must not be operated in excess of 20 miles per hour.
   (L)   A person operating or who is in actual physical control of a golf cart as described herein on a roadway while under the influence is subject ILCS Chapter 625, Act 5, § 11-500 through 11-502.
   (M)   Each golf cart may transport only as many individuals as is the lesser of the number of seats or as its manufacturer designates. No individuals may ride on any other portion of the golf cart.
   (N)   Children must be restrained in a golf cart in the same manner required as if they were in an automobile. Car seats are not permitted.
   (O)   Whenever being operated on city streets, headlights and taillights shall be illuminated.
   (P)   Golf carts may only be operated on city streets from the hours of 6:00 a.m. to 10 p.m. on Daylight Savings Time and 6:00 a.m. to 5:00 p.m. at all other times. They shall not be operated in inclement weather nor when visibility is impaired by weather, smoke, fog or other conditions, or at any time when there is insufficient light to clearly see persons and vehicles on the roadway at a distance of 500 feet.
   (Q)   No person shall be in possession of or consume alcoholic beverages on or in a golf cart on city streets.
   (R)   May only be operated on city streets.
   (S)   May not be operated on sidewalks or other public property not accessible to or authorized to vehicular traffic.
