(A) The purpose of this chapter is to protect, maintain and enhance health, safety and general welfare of the citizens of the city. After consideration of the volume, speed and character of traffic on city streets, the City Council has determined golf carts may safely travel on or cross city streets. The city is not advocating or endorsing the use of golf carts on city streets in that other means of travel may be safer.
(B) In passing this chapter, the city is regulating the use of golf carts within the corporate limits of the city as authorized by the Illinois Legislature in ILCS Chapter 625, Act 5, § 11-1426.1.
