(A) Every secondhand goods dealer shall alert the Police Department immediately whenever the dealer knows, or in the exercise of reasonable care, should have known, that an individual is attempting to sell, trade or exchange any personal property that does not belong to the individual and for which the individual is not an agent of the owner.
(B) Every secondhand good dealer who received or is in possession of any items, goods, commodities or appliances which may have been lost or stolen shall, upon demand, produce such property to any member of the Police Department for examination.
