§  54.40  UNLICENSED COLLECTION PROHIBITED.
   Any operator of a roll-off dumpster business or private refuse collector business who operates for hire within the city, without first securing an appropriate license from the City Clerk, shall be subject to penalties as set forth in § 54.99 of this code.
