No plat or replat shall be filed for record or recorded in the office of the County Recorder of Deeds unless and until the approval of the City Council is endorsed thereon by the City Clerk, and no lot shall be sold from the plat or replat unless and until approved by the City Council and filed for record in the office of the County Recorder of Deeds.
