§ 118.27  APPLICANT QUALIFICATIONS; EXAMINATION; PERMIT POSTING.
   (A)   No permit required by this subchapter shall be issued to any person who is not competent to operate a motor vehicle or who is not familiar with the traffic laws and ordinances, and who is not the holder of a valid Class D driver's license issued by the state.
   (B)   The Chief of Police shall examine each applicant for a taxicab driver's permit to determine the competency of the applicant, and no permit shall be issued except on certificate of the Chief of Police that the applicant has demonstrated his or her ability to operate a motor vehicle as required herein and that the applicant is of good moral character.  The permit shall be posted in the vehicle.
