(A) Locations for cab stands shall be those as are designated from time to time by the City Council for which a rental fee to be determined by the City Council shall be charged.
(B) Each cab stand shall be appropriately marked by signs erected under the supervision of the Chief of Police.
(C) A licensed taxicab may be parked in any cab stand while the taxicab is in charge of its driver on duty awaiting a fare.
