§ 98.33 MUZZLES MAY BE REQUIRED BY PROCLAMATION.
   It shall be unlawful to permit any dog to be upon any public place or any private premises not enclosed by an adequate fence or wall unless the animal is securely muzzled at any time when an emergency exists because of the prevalence of rabies or for any other cause proclaimed by the Mayor, Board of Health, or Health Officer.
