Upon receiving an application from any person for an alarm permit, the communications director or his or her authorized representative shall cause an investigation to be made of the system to be installed to determine if the system complies with the requirements of this chapter and all applicable laws and ordinances. If the proposed system complies, a permit shall be issued. An alarm permittee may be allowed a direct connection or digital transmission to the public safety alarm system, provided facilities are available for either connection.
