The City Council shall, by ordinance, prescribe minimum standards for the construction and maintenance of all alarm systems installed within the city. All devices shall meet or exceed those standards and regulations before permits may be issued pursuant to this chapter. The communications director shall inspect all alarm systems installed within the city.
