No person who is under the influence of intoxicating liquor may drive or be in actual physical control of any snowmobile within this municipality, and further no person who is an habitual user of or under the influence of any narcotic drug or who is under the influence of any other drug to a degree which renders him or her incapable of safely driving a snowmobile with this corporate limits.
