In case of any violation of the requirements set forth for a private refuse collection business or roll-off dumpster business, the business shall be warned by the Commissioner of Public Health and Safety, or any law enforcement officer. Any violation is subject to penalties as set forth in § 54.99 of this code. Subsequent violations by the license holder wi1l lead to revocation of the collector's license, after due notice and hearing before the Commissioner of Public Health and Safety.
