The applicant for a refuse collector's license to operate in the city shall certify that he or she will carry on his or her operations by using a solid truck body firmly mounted on a vehicle for making collections; and when the vehicle is moving the body is to be sufficiently covered so that no refuse can escape or blow out of the body, however, brush can be hauled without a cover as long as it is securely lashed to the body. Also, no refuse in liquid form or in part-liquid form can be hauled except in a leakproof body. The applicant will further certify they will unload all of the refuse collected at a lawful license refuse disposal site.
