§ 54.35  LICENSE REQUIRED.
   (A)   No person, company, corporation or other enticy shall engage in the business of collecting, gathering or transporting in the city limits, any garbage, ashes, manure, miscellaneous waste or other refuse for compensation or otherwise, or operating a roll-off dumpster business without first having obtained a license to do so under penalty as provided for violation of this code.
   (B)   The city shall issue no more than three refuse collector licenses, which shall include all aspects of the refuse collector business.
   (C)   All licenses shall be issued upon application as set forth in the city code. Each license shall be good for one calendar year, commencing January and ending the following December. All licenses shall be issued on an application set forth in the code and subsequent approval by City Council.
   (D)   The license shall be subject to payment of annual  fees as  set  forth in this code, and revocation for violations as set forth in this code.
