The Fire Chief may, with the consent of the Commissioner of Public Health and Safety, make rules and regulations for the hours of duty, uniforms, vacations, and conduct of the members and volunteers which shall be binding on all firefighters while on duty.

The members of the Fire Department shall have charge of property removed from the scene of a fire by them to avoid loss or damage thereto until the property is turned over to the owner or agent of the owner thereof.

The Fire Chief, fire captains, and all firefighters shall have the power and authority to arrest any person at or near the scene of an accidental or destructive fire for any interference with the Fire Department in the performance of its duties, or for the commission of any crime or ordinance violation in connection with the fire.
