§ 34.14  CONTINUITY OF GOVERNMENT; EMERGENCY VACANCIES.
   (A)   In the event that at the time of or as a consequence of any disaster, the incumbent of any municipal office, position, or place of employment shall be killed or rendered incapable of performing the duties of that office or position, the office or position shall be filled until the time when a successor can be selected in the following manner.
   (B)   Any vacancy shall, for the emergency period, be filled by appointment by the following order of preference:
      (1)   The Mayor;
      (2)   The remaining members of the City Council;
      (3)   The City Clerk;
      (4)   The civil defense Director;
      (5)   The Chief of Police; and
      (6)   The Fire Chief.
   (C)   The person appointed in the manner prescribed in this section to fill any vacant office or position shall exercise all the duties and powers of that position during the emergency and until the time when a successor can be appointed or selected in the manner provided by law.
