The City Council may make an appropriation for civil defense purposes, and may levy therefor a tax not to exceed $.05 per $100 of the assessed value of all taxable property in addition to all other taxes, as provided by the State Civil Defense Act. However, in no event shall a tax levy made under this section exceed the amount of $.25 per capita.
