§ 96.15 SNOW EMERGENCY PLAN.
   (A)   Declaration of snow emergency. The President of the Town Council may declare a snow emergency for the town if such an order would be in the best interest of the public safety and welfare of the residents in the town.
   (B)   Application. This section shall apply to all streets, alleys or right-of-ways maintained by the town.
   (C)   Effective date. Such emergency shall continue in effect until the Town Council President thereafter determines an emergency no longer exists and terminates the emergency order.
   (D)   No parking on town streets. During a declared snow emergency, no parking on town streets will be permitted.
   (E)   Restricted travel. The Town Council President may issue an order to close all, or a portion of, town roads to public travel during a snow emergency. During the declared emergency closure, the affected roads may or may not be signed for closure and/or barricaded. All roads ordered closed will remain closed until further order of the Town Council President.
   (F)   Publication. Publication and broadcast of a snow emergency declaration shall be made or caused to be made by the Town Council President or his or her designee by contacting local law enforcement agencies, fire departments, E911 dispatch office, news media, the Orange County Emergency Management Office and posting the notice on the town website.
   (G)   Exemptions. Travel on closed town roads is prohibited during a declared snow emergency closure unless the traveling individuals are:
      (1)   Public safety employee of state or local government performing their duties.
      (2)   Health care providers traveling to, from, or in the course of their employment.
      (3)   Private persons performing road-clearing, or private snow removal provided that they do not impede or interfere with highway/road snow removal crews or other emergency personnel.
      (4)   Persons restoring utility service.
      (5)   Traveling for any other purpose allowed by Indiana Code.
