1499.05 WITHDRAWAL OF DESIGNATION.
   (a)   The Village reserves the right to withdraw the historic marker designation relative of any property that loses the characteristics that qualified it for historic marker designation.
   (b)   In cases where it appears that withdrawal of historic designation is appropriate, the Village shall compile information and documents on the changed character of the property and forward same to the Historic Preservation Commission and to the owner of the property, and invite the owner of the property to attend the regularly scheduled meeting of the Historic Preservation Commission at which the withdrawal of the historic marker designation will be discussed and considered.
   (c)   The Historic Preservation Commission shall consider all requests for withdrawal of historic marker designation at a regularly scheduled meeting, shall make findings of fact based on the information and documents submitted in light of the criteria set forth in Section 1499.02, and shall vote to approve or deny the request. In this regard, the Historic Preservation Commission may continue its consideration of a request for withdrawal of historic marker designation to a future regularly scheduled meeting to allow more information or documentation to be supplied in regard to said withdrawal request.
   (d)   If historic marker designation is withdrawn, the owner of the property must return the historic marker to the Village.
