1466.06 BUILDING PERMITS.

No building permit shall be issued without a concurrent application for the issuance of a grading permit. In the case of an internal building change, that is, a change occurring completely within a building, or as provided in Section 1466.03(b) a grading permit will not be required. The issuance of a building permit and grading permit shall be concurrent.
