1446.01 PLANS AND SPECIFICATIONS REQUIRED.
   (a)   An application for a building permit shall be made to the Commissioner of Public Property and Building and shall be accompanied by plans and specifications, in duplicate, showing the work to be done. Such plans and specifications shall be authenticated by the signature of a State licensed architect or a State registered structural engineer, with his or her seal affixed thereto. The Commissioner may waive the architect or engineer requirement on plans of a minor nature.
   (b)   No permit shall be issued except after approval of the plans and specifications and payment of the fee provided for in Section 1444.05. One copy of the plans and specifications shall remain in the office of the Commissioner and shall become part of the permanent records of the Village.
   (c)   A topographic plan of the site, including the location of all trees over ten feet in height, shall be included with the request for the permit.
